The Rotary Rocket uses the rotor to slow reentry. It auto rotates until close to the landing point at which time the rotor gets powered by way of rotor-tip rockets using hydrogen peroxide fuel (h2o2). The h2o2 is used to allow the rocket to land exactly where it needs to.
